Bug 28326844 is logged for below issue and fixed as part of 8.2.1 patch <Note 2581847.1> .

E2B Validation error "REPORTERSTATE (C.2.r.2.5) is missing", was
displayed on generation of E2B (R3) report for a case that had the following
information
a) When the 'Protect Confidentiality' for the Reporter is 'ticked'
b)  Reporter country as Spain
c) Valid data in Reporter State
