Unable to Create Idea and Proposal

Symptoms
When attempting to create an Idea, a message is displayed with no ability to fulfill the requested information, due to the "Required" Custom Field of visibility "Context Sensitive" not displaying the field when the Context Sensitive criteria has been met.
the following error occurs.
ERROR
" Field is mandatory, provide a value."
STEPS
1 Access as User with ability to create Ideas
2 Select to Create an Idea (one of several possible methods)
3 Populate a Required Field which is linked to a context sensitive field, with the criteria that is relevant to the linked Required context sensitive field
4 Continue to populate all required fields in the create Idea page
5 Select Save.
