OSM Build Fails Due To [J2EE:160123]ERROR: Could Not Create Output Archive (Doc ID 2535653.1)

Symptoms

Trying to build OSM cartridges in Design Studio 7.3.4, but the build repeatedly fails due to the below error:

  [java] weblogic.utils.compiler.ToolFailureException: [J2EE:160123]ERROR: Could not create output archive, "C:\Users\<USER>\AppData\Local\Temp\appcgen_1556202795994_osm_OracleComms_OSM_O2A_SOM_NP_Soln_2_1_0_1_1-pre-appc.ear\osm_OracleComms_OSM_O2A_SOM_NP_Soln_2_1_0_1_1.jar", restoring previous archive. The error was:
    [java] java.io.FileNotFoundException: C:\Users\<USER>\AppData\Local\Temp\appcgen_1556202795994_osm_OracleComms_OSM_O2A_SOM_NP_Soln_2_1_0_1_1-pre-appc.ear\osm_OracleComms_OSM_O2A_SOM_NP_Soln_2_1_0_1_1.jar (Access is denied)
