E2B R3 Import View Difference Report Does Not Deselect All Elements From Root

Symptoms
When viewing differences in an incoming E2B R2 report, it is possible to select all items for import by clicking on the root element ([A.1] SAFETYREPORT) as demonstrated in Figure I below. By removing the check from this root element, it is also possible to automatically uncheck all items for import.

When viewing differences in an incoming E2B R3 report, the root element is ICSREPORT as shown in Figure II below. This root element does not have the same functionality as the root element in an R2 report. In particular, not all of the child elements are unchecked when the root element is unchecked.
