All Charge Offerings Are Not Getting Exported Using ImportExportPricing (Doc ID 2535966.1)

Goal

Using ImportExportPricing utility, when one tries to export the charge-offerings, it is seen that some times, all the charge-offerings are not getting exported and a few are left out. They are getting exported in full only if you export with "-inclFailedObjs" parameter of ImportExportPricing. What is the reason of this behavior?
