Update Events and Update All Related Events Require a Reason for Change That Event Details Does Not (Doc ID 2536836.1)

The Update Events and Update All Related Events forms require a reason for change that Event Details does not require until the event is completed.

This issue can be reproduced in any product environment.

Update Events should only ask for reason on Completed Events.

The issue can be reproduced at will with the following steps:

1. Create two events by opening devices.
2. Update the completion actions 'system' field in event details Completion Actions tab for one of the events. You can do this without being requested to provide a reason.
3. Select both events on workagenda, and choose action 'Update Events'
4. Modify System, and attempt to update. You will be asked to supply a reason.

Neither event is completed, so no reason should have been required. Code should be smart enough to
a. know if any of the events are completed, and thus require that a reason be supplied.
b. only apply the reason to those events that are completed.
