IWS Management Features in WebLogic Console Are Unavailable

Even though Inbound Web Services (IWS) are deployed and accessible (both functionally and via viewing the WSDL), management features in the WebLogic console are not available. The classic indicator of this is when you go to the WebLogic console, drill down through IWS deployment, each web service says "This Web Service is not currently available".
Additional items that are unavailable are viewing the WSDL, monitoring executions, and applying Oracle Web Services Manager policies.
