Splash Screen Works Differently When Using Google Chrome (Doc ID 2537372.1)

Symptoms

On: OPPM 18.0.0.1 version, Login, Login Message

ACTUAL BEHAVIOR
---------------
OPPM content (Form, Scorecard, IM...) displays in the background prior to clicking 'Ok' in the 'Login Message' dialog when Google Chrome (69.0.3497.100 32-bit) as the web browser.
When Internet Explorer is used as the web browser, OPPM content doesn't display until 'Ok' is clicked in the 'Login Message'.

EXPECTED BEHAVIOR
-----------------------
The behavior would be the same regardless of web browser. Specifically, when using Google Chrome, the OPPM content shouldn't display until after 'Ok' is clicked in the 'Login Message' dialog.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into OPPM using Google Chrome as the web browser.
2. The 'Login Message' dialog appears AND OPPM content is displayed in the background.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Workaround: advise users to use IE browser.
