All FTP Processes End Immediately and Generate No Transfer Rates After Installing FTP 6.1.1.1.6 Patch 23180352 (Doc ID 2537859.1)

Symptoms

In Oracle Financial Services Funds Transfer Pricing (FTP) 6.1.1.1, after applying FTP 6.1.1.1.6 Patch 23180352, all FTP Processes complete immediately and no Transfer Rates are created.  The process completes successfully but nothing happens.

Reviewing the ofstp log in $FIC_DB_HOME/log/FusionApps, the log ends with the following:

There are no messages in FSI_PROCESS_ERRORS or FSI_MESSAGE_LOG.
