'ORA-01843: not a valid month' Error Trying to Save Interest Rate Code with ALM Surface Volatility (Doc ID 2538992.1)

Symptoms

In Oracle Financial Services Asset Liability Management 8.0.5, in Rate Management > Interest Rates, when attempting to create a new Interest Rate Code with Volatility Curve = ALM Surface Volatility, you get a blank message window after entering the required setup values and clicking "Apply":

 

Additionally, the following error is output to the fsapps.log in the web server's OFSAA log directory:

[19-10-18 09:57:48 AM] ~ INFO ~ FSAPPS ~ [COMMONAPP] expiration Date count Query- SELECT COUNT(DISTINCT EXPIRATION_DATE) EXPCOUNT FROM FSI_IRC_VOL_SURFACE_RATE_HIST WHERE INTEREST_RATE_CD=2001 AND EFFECTIVE_DATE = to_date('18/10/2018','MM/dd/yyyy')
[19-10-18 09:57:48 AM] ~ ERROR ~ FSAPPS ~ [COMMONAPP] Error Found in DBManager.executeQuery [ArrayList ] ORA-01843: not a valid month

As a result, you cannot create the ALM Surface Volatility rates.
