applyRate function of RateApplicationProcessor_Impl returns incorrect rated currency code.

A custom pricing service calls applyRate function of RateApplicationProcessor_Impl for getting rated fee for input:
priceitem, priceassignment id, SQI and SQI value.

We have 'Allow currency conversion' at rate schedule set to 'No' (currency conversion is not expected).
Pricing currency is CAD and Rate schedule's base currency code is USD.

It is expected to receive CAD as rated currency code - as CAD is pricing currency - pricing calculation is happening in pricing currency and there is no currency conversion expected or happening.

However, applyRate function returns - USD as rated currency - which is incorrect and thus the wrong currency code is getting returned as pricing service response.

CAD (pricing currency) should be returned as rated currency code.
