Resa Audit Rule Start Date Validation Error

Symptoms
When editing a audit rule, the system is throwing a dialogue error stating that "The Start date is before the valid range", forcing the user to update the start date on an Audit Rule.
Error:
The date is before the valid range.
The date must be on or after 3/9/18.

Steps to Reproduce:
1. Create an an audit rule that has a start date < 90 of today's date.
2. Ensure DAYS_BEFORE_PURGE from sa_system_options is set as 90.
3. Go to audit rule in edit mode and see error
