Download Attachments Having Japanese File Name Using Microsoft Edge Browser Results To Garbled Character In File Name (Doc ID 2539708.1)

Symptoms

ACTUAL BEHAVIOR
When opening an attachment file having Japanese File Name (File name including multibyte character) in Microsoft Edge browser, the downloaded file
name will be  converted with garbled text.

FACT
This issue does not occur in other browsers like IE11.

Error
The file format and extension of 'xxxxxxxxxxx' don't match. The file could be corrupted or unsafe. Unless you trust its source, don't open it. Do you want to open it anyway?

STEPS
The issue can be reproduced at will with the following steps:
1. Login to Web Client in Japanese user with MS Edge browser
2. Go to some object and move to attachment tab
3. Click attachment link which include file name with multibyte character
4. Click Open
