Goal

Allow right-click with SCADA digital measurement symbols to request control affecting the measurment

As an example, to request a SCADA control to enable/disable reclosing on a device - instead of requiring the user to select the device and open the control tool to request the SCADA control - allow the user to right-click on the reclosing enabled/disabled measurement symbol to request the appropriate control.
The user would be prompted to send the control to SCADA just as they would if they requested it from the control tool.

Example:
If reclosing was disabled allow the user to right-click on a reclosing disabled symbol and request a control to enable reclosing.
If reclosing was enabled allow the user to right-click on a reclosing enabled symbol and request a control to disable reclosing.

Requesting these SCADA controls would be more intuitive and be simpler to execute.
