Triggers Must Have Both SearchTerms and Matchmode, or Neither (Doc ID 2541593.1)

Symptoms

A content item which includes a refinement but no search terms includes "matchmode" in triggers. It should not include matchmode setting when search term is not added.
 
If ECR content is exported we see below.
e.g.
  "triggers": [{
  "exactLocation": true,
  "matchmode": "MATCHPHRASE",
  "dvalIDs": ["101420"]
  }]
}
 
IF ECR content is exported and imported to another 11.3 env, it will cause the following type of error indicating searchTerms needs to be present along with matchmode.

SEVERE: Caught an exception while invoking method 'importApplication' on object 'IFCR'. Releasing locks. Failed with error Bad Request (400): "The following 8 validation failures occurred:
[/sites/<app_name>/content/Shared/MainContent/CategoryPage/<page_name>] Triggers must have both searchTerms and matchmode, or neither [/sites/<app_name>/content/Shared/MainContent/<page_name>]
