Users are unable to submit promotions/clearances even though they have provided correct permission
Steps to reproduce:
1. Create a new role and assign it to a new user
2. Provide workflow permission for clearance to edit,view and submit.
3. Try creating a clearance with that user where the submit/approve button is disabled.
