PCM_OP_SUBSCRIPTION_SET_DISCOUNTINFO Is Not Updating The Start Date. (Doc ID 2542409.1)

ACTUAL BEHAVIOR
---------------
PCM_OP_SUBSCRIPTION_SET_DISCOUNTINFO is not updating the start date.

EXPECTED BEHAVIOR
-----------------------
PCM_OP_SUBSCRIPTION_SET_DISCOUNTINFO should update the start date.

Client is expecting to have discount proration, i.e. when a discount is cancelled, customer is charged for FULL CYCLE.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. As part of account creation/activation, having 2 phase billing, i.e.
a. During Modify Customer Service is created and products are purchased with future date, so customer is not charged
b. Later during activation, Service Oriented Architecture (SOA), invokes SET_DISCOUNTINFO and SET_PRODUCTINFO opcode to stamp, PURCHASE_START_T, CYCLE_START_T and USAGE_START_T on /purchased_product or /purchased_discount.
2. Therefore, as part of customer implementation, client is expecting to have discount proration, i.e. when a discount is cancelled, customer is charged for FULL CYCLE.

3. But when customer does the same, as part of SET_DISCOUNTINFO, start and end date of /purchased_discount are not updated and remains to be future dated.

4. Whereas, if customer makes the discount configuration to: Apply to Validity End ( i.e. prorate as per usage ); it is working as expected, i.e. SET_DISCOUNTINFO is stamping correct start and end dates on /purchased_discount and discount is applied correctly as well
