Authorization Replication Fails if Deleted Auth Basket Or Auth Line Has Consumption (Doc ID 2542544.1)

Data replication between OHI Authorizations and OHI Claims Adjudication
Authorization Replication fails if deleted auth basket or auth line has consumption.

Changes to authorizations are not available in the claims system, therefore claims cannot be paid correctly.

If an authorization basket or an authorization line is deleted from an authorization that already has been replicated to OHI claims, the replication fails with a business error if there is consumption on the authorization basket or line. The log shows the following error

The replication activity ends with error REP-TTET-003 (Error loading entity with UUID e3030341-687b-4db6-9bac-c6ba3e570a7e) and the log shows error:
ERROR - Error loading event with UUID e3030341-687b-4db6-9bac-c6ba3e570a7e for entity type Authorization
org.springframework.orm.jpa.JpaSystemException: Exception [EclipseLink-4002] (Eclipse Persistence Services - 2.6.5.v20170607-b3d05bd): org.eclipse.persistence.exceptions.DatabaseException
Internal Exception: java.sql.SQLIntegrityConstraintViolationException: ORA-02292: integrity constraint (OHI_CLAIMS_OWNER.CLA_AUTH_COUNTER_FK3) violated - child record found

The expected result is for the authorization to replicate successfully and any basket or line consumptions to be deleted.

The issue can be reproduced at will with the following steps:
1. Create an approved authorization with an authorization basket or a line.
2. Process a claim so that there is consumption on the authorization basket or line.
3. Delete the authorization basket or line.
