ACTUAL BEHAVIOR
---------------
interval date/time in consumption extracts on DST change does not match final measurements

EXPECTED BEHAVIOR
-----------------------
Measurements in consumption extracts should match data exported from MDM, including on DST time change days

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run batch jobs for consumption extracts for 11/4/18 (fall DST time change day) in the following order:
a. D2-CRERQ
b. F1-SUBRQ
c. F1-SUBRQ (spawns custom jobs for consumption extract types)

2. Observe the extracted consumption
a. Number of intervals in consumption extracts is correct, but measurement times in extract do not correspond to times of final measurements in MDM during the 2 hours between 01:00 and 02:00
b. Some intervals have multiple reads with the same time and reads for some interval times have incorrect time

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, accurate consumption data is not provided to utility customers on DST time change. This will introduce uncertainty for customers regarding their consumption and may raise doubts about customer's utility bills.
