Goal

ACTUAL BEHAVIOR
When performing Advanced Search for Items where Lifecycle Phase not in Preliminary,
search results return items with Lifecylce Phase : Preliminary

STEPS
The issue can be reproduced at will with the following steps:
1. Login to Web Client in admin user
2. Go to advanced search
3. Set the following search criteria

Items : Parts : Object Search
Lifecycle Phase : Not In : Preliminary
