POS Declared Totals with Roll-up Values Throw "Duplicate Declaration" Error Upon Second Time (Doc ID 2543039.1)

When you have many "POS Declared Totals" that also have roll-up values and if a user wants to manually create a transaction (tran_type=TOTAL), the system only allows the Total ID to be declared once.

Because you can have multiple roll-up values associated with a single Total, you need ReSA to remove the Declared total validation from the TOTAL_ID level and change it to the Total ID/Roll-up level.

What is Working
When loading data via the RTLog, the system allows "POS Declared Totals" with multiple roll-up levels to be loaded.

Creating a POS Total via the application should behave in the same manner.

"Duplicate declaration. Total <TOTAL_ID> has already been declared on ReSA transaction number <TRANSACTION_NO>."

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Create "POS Declared Totals" that contain roll-up values.
2. Using ReSA create a new transaction that is a total and has roll-up value 1
3. Using ReSA create a new transaction that is a total and has roll-up value 2 (for the same store/day)
