LAYWAY Transactions Failing With an Error "Invalid Customer Order ID"

LAYWAY transactions is failing with an error while consuming it in Store Inventory Management (SIM).
Steps To Recreate:
1. Consume the SALE_FULFILL message for an existing LAYWAY customer order , the fulfill message is getting error-ed out with above error.
1. Customer Order exists in CUSTOMER_ORDER table with status 'O'.
2. FULFILLED_QUANTITY in CUSTOMER_ORDER_LINE_ITEM table populated with zero quantity.
