Agile SSO Login home page is not loading properly (Doc ID 2543510.1)

Symptoms

On : 9.3.6

Agile SSO login home page is not loading properly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Setup an Agile server with OAM SSO.
2. Start up the server.
5. In the LDAP Server, create a user with upper case in the user name, such as TEST in OID.
6. Sync this user into Agile.
7. The user ID is lower case, but the LDAP user ID is upper case. In Agile server, modify the LDAP Server status to Active.
8. Log into Agile web client using SSO URL with this user test, Agile SSO login home page is not loading properly.

Users cannot login to Agile 9.3.6 via SSO
