NCC 12.0.2.0 Silently Fails to Install on Systems with 8GB or less (Doc ID 2543764.1)

Symptoms

On Oracle Communications Network Charging and Control (OCNCC) version 12.0.2.0, an installation can appear to succeed but silently fail in the background.  This problem affects systems which have less than 8GB of RAM.

The failure occurs when the installer first tries to create the database as can be seen in the OUI.SMS.DB.install.log installation log:

As a result, all subsequent database operations fail.
