Billing Care Opening More Than 20 Child CM Connections (Doc ID 2544054.1)

When opening Billing Care interface to search some accounts and open accounts, connection manager (CM) is creating more than 20 CM child processes.
It was observed the same behavior with out-of-the-box billing care war, but also with customized war file.

CM should not create so many child processes when doing account search and opening accounts in Billing Care.

The issue can be reproduced at will with the following steps:
1. log in on BRM server
2. restart BRM processes
3. check number of cm processes
4. login in Billing care and search some account and open some accounts
5. check number of cm processes
