NMS Control Tool Occasionally Covers the Entire Screen

NMS Control Tool goes Full Screen
Periodically, the Viewer Control Tool will go full screen and will stay full screen. When it does this, the user can adjust it to the size they want, but if they close it and re-open it, it will go full screen again. The only way they can get it to behave normally again, is to adjust the size, save preferences, and then exit Web Workspace. Or, they can Restore Preferences, however, then they lose all of their other preferences and have to reset them.
We have not been able to come up with a sequence of events that causes this. It seems to be random, and does seem to occur for some users more than others. The only thing we have noticed, is that the users that see the problem more often are users that tend to un-dock their windows from Web Workspace, but this may just be coincidence.
The Control Tool should never change size.
