On : 11.2.0.12 version, Cycle Issues

ACTUAL BEHAVIOR
---------------
Following upgrade to the OIPA Environment from 11.2.0.9 -> 11.2.0.12
The Cycle Batch Activities are placed in pending state with effective date but the batch fails to pick up or process the activities.


EXPECTED BEHAVIOR
-----------------------
Cycle Batch should pick up activities and process as normal.
