ServiceBalanceGroupTransfer Sync Issue (Doc ID 2546763.1)

On : 11.3.0.8.7 version, Balance Management

ACTUAL BEHAVIOR
---------------
While changing a service from prepaid to postpaid, user calls opcode op_subscription_service_balgrp_transfer. A new balance group is created in BRM (Billing and Revenue Management) for the same MSISDN (Mobile Station International Subscriber Directory Number) and a new set of item POIDs (Portal Object ID) are generated because of this. Noticed BRM is sending the payload to emGateway with old and new item POIDs, but new item POIDs are not updated in ECE (Elastic Charging Engine) cache.

EXPECTED BEHAVIOR

New item POID should get updated in ECE cache.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create account with prepaid type with service /service/telco/gsm
2. Change the paytype to postpaid
3. Then call op_subscription_service_balgrp_transfer to transfer the service /service/telco/gsm to new balance group.
