 On : 6.0.0.0.0 version, System Wide

OUTA - Not able to delete meter characteristics using MeterDelete or MeterUpdate components.

User trying to delete an existing meter characteristics by using MeterDelete component and add a new characteristics to the existing Meter by using MeterUpdate component.

ACTUAL BEHAVIOR
---------------
MeterDelete component is deleting the whole meter even though user have only meter characteristics specified in the databank.
And user tried to update the existing meter characteristics by using MeterUpdate component but it says duplicate key.

Note: User were able to delete meter characteristics and save in the CCB GUI. And then user were able to add the new characteristics by using MeterUpdate component. But user should be able to do the delete characteristics by using OUTA without doing it manually from GUI.

EXPECTED BEHAVIOR

MeterDelete component should be deleting the characteristics only as we have specified that in databank and should be able to add the new meter characteristics by using MeterUpdate component.
