Random wrong error SHIP_PARENT_LABEL_ERROR on shipment files
For several shipment files, the webservice Oracle processTransactionSQL raises error like:
* 1 error of type SHIP_PARENT_LABEL_ERROR:
The parent package 0012174,  sent in with the transaction does not exist or duplicates exist in OPSM. The package 0012174,  must be researched in OPSM and the transaction reprocessed.
The container was not existing. So, this should  not error as shipment can create new containers.

If we reprocess the file,  sometimes it errors again:
* another error SHIP_PARENT_LABEL_ERROR but on another container

The issue can be reproduced at will with the following steps:
1. The webservice processTransactionSQL raises error
