"Unpublish This Version" On Pending Version is Causing Published Version to be Missing from Incremental Crawl (Doc ID 2548572.1)

Symptoms

Unpublish this version on a new pending version is causing the doc to be deleted from the incremental crawl when there were still an older published version.  When a future version is unpublished the older published version is deleted from the incremental crawl.
