Symptoms
When Protect Confidentiality is checked for a reporter, the <REPORTERSTATE> tag is suppressed, but this tag is required for Spanish submissions. The result is that reports submitted to the Spanish health authority will be rejected, if Protect Confidentiality is checked, with the following error:

[Extentension text) = ](For reports originating in Spain, if reporterstate is given it must be one of the 2 digit codes in Table 24 of the implementation guide)[109];
