Activity Issues Detected To Dos Are Auto-completed 1 Hour Before Creation

Customer relies on Issues Detected To Dos in MWM for geocoding errors. After v2.3 SP2 was deployed, these To Dos are created appropriately, but immediately completed. This prevents users for seeing/reviewing/working the To Do to fix the problem. The Activity remains in an Issues Detected Status, but the To Do was completed by SYSUSER. This removes any notification that there is a problem with the Activity.
Even when the Activity is created at 10:56am, the To Do is created at 10:56am, but the To Do is completed by the system 1 hour earlier, at 9:56am. The message on the To Do shows it was completed due to "Activity time windows updated." by SYSUSER.
