Objects Created_By Name and Created_Date Timestamp Are Overwritten During Migration Process (Doc ID 2549328.1)

Symptoms

On FTP and OFSAAI 8.0.5, it appears that the FSI_IRCS.CREATED_DATE and FSI_IRCS.CREATED_BY fields are overwritten during the migration process with the migration date and user which runs the migration.

ACTUAL BEHAVIOR

Defined some new interest rate definitions in the 600000 numbering range. These are moving average curves, built off other curves which were not changed.
During the migration process from test to production, the migration process overwrote the original created by name and date and replaced them with the migration date and migration owner. This happened even to the definitions that were not modified, but are used to create some of the new moving average curves.

For example:

The interest rate code (IRC) 39782 is a two year point received from Bloomberg.
It is included in hybrid curve 6.
Built a moving average on the 2 year point of curve 6 which is 39782.
Neither curve 6 or 39782 were modified and there added 600041.

Executed migration to test. The process overwrote the created and modified fields.
Executed migration to production. Again, the process overwrote the created and modified fields.

EXPECTED BEHAVIOR
Expect that the original created date and name remains unchanged if it exists in the migration environments. Modified date and modified by only should be updated by migration process.
