EDD Constrained Without Detailed Scheduling Firm Supply Allocation Window Profile Options Are Not Working (Doc ID 2549353.1)

On : 12.2.4 version, Constrained planning in PROD

Users are on 12.2.4 and have applied VCP Cum Patch - 19549533 - Using 64 bit Linux for IO with version MSONWL64.ppc 120.15.12020000.58.1220402.12 from one off patch 29306036. They also have beta exe from bug 29482099

They're running into an intermittent issue where the following profiles do not appear to be working

MSO: Firm Supply Allocation Window (Backward days) = 30
MSO: Firm Supply Allocation Window (Forward days) = 30

Example data:
Item = JMake
org = TST:M1

This item has firm wip jobs and firm planned orders
There's an unfirm planned order qty = 20000 due 12-AUG-2019 - the demand it's being used for is forecast qty = 20000 on same day 12-AUG-2019. However there's a firm work order qty = 21392 due 22-AUG-2019 that will cover this amount if the profiles were being honored. There's another unfirm planned order due 01-SEP-2019 qty = 20000 to cover forecast demand qty = 20000 due on 01-SEP-2019, but this should be covered by firm planned order qty = 20000 due 15-SEP-2019 based on the profiles.

Expect the profiles to be working and use firm supplies first before creating new planned orders

The issue can be reproduced at will with the following steps:
1. Run EDD Constrained without detailed scheduling plan
2. Review workbench supply demand
3. See intermittently where planned orders are created when firm supplies should be used first
