Records In PICK_DIRECTIVE Table Are Not Ordered By Pick_to_container_id (Doc ID 2549755.1)

When ordering the records on pick_directive the system takes into account the zone, pick_priority, pick_sequence, pick_from_container_id but not the pick_to_container_id.

Steps To Recreate:
1. Have a stock order that obligates the system to create multiple containers to the same item/Forward Picking Location (FPL).
2. Execute the distribution process for that stock order.
3. Query the PICK_DIRECTIVE table ordered by PICK_ORDER.Verify that for the same PICK_FROM_CONTAINER_ID, the various PICK_TO_CONTAINER_ID  are not ordered by id.
4. The system does not include the PICK_TO_CONTAINER_ID  on the ORDER by clause when sorting the PICK_DIRECTIVE records.
