DiameterGateway Returns 2001 For SMS Numbers That Does not Have Zone Model Configured (Doc ID 2550095.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE), 11.3.0.6.0 version, Rating business logic

ECE returns Diameter Gateway (DGW), Error Code 2001 while trying to rate a Short Message Service (SMS) number without zone model, no granted units are returned,  this is causing some system errors in the SMPP (Short Message Peer-to-Peer) Interface on Oracle Communications Convergent Charging Controller (OC3C) Application side.

Expected Behavior

If the number is not configured and no granted units are returned to the network, the correct behaviour is to avoid return SUCCESS and return some error code (5031 for example) because the user is not allowed to send the message.
