Symptoms

OCCAS-SC is not progressing re-INVITEs for call holds.

The issue can be reproduced just by doing a call hold, means A# party is in a call with B#, and A# puts B# on hold. In that case a re-INVITE is generated by A# party.

Below error is got in the log:
