Static Driver Table Allocation Returns No Data After Rule Migration (Doc ID 2550966.1)

Symptoms

On PFT 8.0.7, migrated rule with attached details from source to target environment. First the rule failed with invalid debit message due to LEAF_SELECTION_SYS_ID not being null. After updating LEAF_SELECTION_SYS_ID to null in target as that was the case in source, now the rule executed without error but the SQL query in the log is not same in source as compared to target. The query in target is not populating any data.

The issue can be reproduced at will with the following steps:
1. Run same allocation on Source and Target instance and compare results.
