Facing Port Issues While Starting the Services (Doc ID 2551188.1)

During the restart of BRM services, dm_oracle_billing is started before dm_fusa, and dm_oracle_billing child process is taking dm_fusa port, hence the dm_fusa service is not coming up.

Below are error messages written in the dm_fusa log:

>netstat -tunlap |grep 12810
tcp 0 0 <IP ADDRESS>:12810 <IP ADDRESS>:11010 ESTABLISHED 16791/dm_oracle_bil

How are these port numbers allocated for child processes?
