REL Issue With Override Option When There Are Exceptions In Deletion Of Rows (Doc ID 2551464.1)

Symptoms

The user is getting the below errors when running pin_rel with -override option for status 64 records.
 

Additional observations for this error:

pin_rel -override option should have been able to recover these, but,

a) It is a little slow as it is mono-thread 
b) It requires REL to be stopped while it runs. 
c) Looks like there is a bug in the deleteRows logic which leaks a statement handle, and therefore causes a failure after processing many files.
