Users Remain Locked Out After the 'Login Lockout Duration' Setting in P6 Administration Has Passed

The Login Lockout Duration setting in P6 Administration is the length of time that a user is blocked from logging in to P6; starting when the user exceeds the Login Lockout Count. If the Duration value is set to 1 hour, once the user is locked out they remain locked out after the hour has passed.
User should be unlocked automatically after the period defined in Login Lockout Duration has passed.
The issue can be reproduced at will with the following steps:
1. Attempt to login 5 times with failure.
2. Log in as an admin-superuser and navigate to the User Session view to see the user's account is locked.
3. Wait for 1 hour.
4. Check the User Session view again, note that the user's account is still locked.
