Export_itemvat.ksh Does Not Generate Delta File When Item Is Ranged To New Store (Doc ID 2552899.1)

In RMS, export_itemvat.ksh does not generate delta file when item is ranged to new store.

Steps to Reproduce:
1. Create a new item and range to few stores.
2. Run, export_itemmaster.ksh , export_itemloc.ksh and export_itemvat.ksh
3. Notice, itemhdr*.dat, itemloc*.dat and itemvat*.dat files are created.
4. Now, range this item to another store (delta).
5. Run, export_itemmaster.ksh , export_itemloc.ksh and export_itemvat.ksh
6. Notice, itemhdr*.dat, itemloc*.dat files are created but itemvat*.dat file is not created.
