What Is the Expected Behavior of SVC_ORDER_PARAMETER_CONFIG .CANCEL_ALLOC? (Doc ID 2553338.1)

What is the behavior of SVC_ORDER_PARAMETER_CONFIG .CANCEL_ALLOC and allocations updating?

Steps to reproduce:
1. Create a new Purchase Order (PO) with 2 items and allocations (Processing Type='Cross Dock') using PO induction Template.
2. Verify allocation in alloc_header/alloc_detail.
3 . Verify the parameter SVC_ORDER_PARAMETER_CONFIG .CANCEL_ALLOC , value 'Y'.
3. Download the order, via PO induction.
4. Update the order status back to Worksheet , re-approve 'Yes' and change the Qty_ordered on one of the items in PO excel.
5. Upload the order using PO induction.
6. Review Data Status in database. The allocations are closes, the quantities are cancelled.

If you change the value of the parameter : SVC_ORDER_PARAMETER_CONFIG .CANCEL_ALLOC to 'N', the behavior will be different ( allocated_qty will update).
In this scenario when the CANCEL_ALLOC parameter is set to "N", how can users cancel allocations through PO Induciton WITHOUT cancelling the PO?
