ORMB 2.7 Oracle Cloud unable to open WSDL Public URL

We have installed and deployed the IWS webservices, however we are unable to open the WSDL URL in the browser. Also using SOAPUI and we get the following error:

Error loading [https://xxx.xxx.xx.x:9074/ouaf/webservices/C1_RegenerateStatement?WSDL]: org.apache.xmlbeans.XmlException: org.apache.xmlbeans.XmlException: error: Unexpected character encountered (lex state 3): '&
