After Upgrading to Claims 3.18.3, Counter Periods Updating Incorrectly

On : 220.127.116.11.0 version, Processing
The Counter Periods are being automatically updated, incorrectly, with claims processed/re-processed across versions. Counter Periods are automatically changed, resulting in a processing error.
The expected behavior is Counter Periods to be as per enrollment response contract dates.
GEN-ORA-00001: This "Counter Period" already exists
The issue can be reproduced at will with the following steps:
1. Find an existing claim processed prior to the last upgrade date, where consumptions were affected (ie processed in 2018), and the contract period is not a full calendar year,
2. Unfinalize and re-process the claim today (ie on the new version)
