Can Profile MSC: Auto-Release Compression Days Tolerance Be Set At User Level? (Doc ID 2553577.1)

We understand that seeded definition of system profile "MSC: Auto-Release Compression Days Tolerance" can be enabled at Site level.

We would like to know:
a) Whether "MSC: Auto-Release Compression Days Tolerance" can be enabled and set at USER level (user running the plan) to make it work for Auto Releasing planned orders within Compression days?
b) Is there any Item level attribute that can be leveraged for setting up Compression days at Item-Org level that plan will honor and Auto release based on that?
