'Unable To Perform Requested Operation' Error Opening the Data Stratification Definition Screen (Doc ID 2553816.1)

Symptoms

In Oracle Financial Services Funds Transfer Pricing (FTP) 8.0.7, when you go to Common Object Maintenance > Data Stratification > Data Stratification Definition, a pop up with the following error appears:

Unable To Perform Requested Operation. Please Try Again Later.

 

You cannot create a Data Stratification after getting this message.  There are no buttons to create one.
