PI Users Cannot be Assigned to All PI Ports

Symptoms
On Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (CO3C or 3C) 12.0.2.0, it is no longer possible to assign a Provisioning Interface (PI) user to all PI ports. The dropdown list only contains configured ports:
As a result, a configured PI user can only be assigned to a single PI port.
Previous versions of NCC/3C have an "Any" option that allowed a configured PI user to be assignable to all the configured PI ports.
