After Installing or Upgrading Primavera Gateway the Error "Unable to Lock Database" Occurs (Doc ID 2554554.1)

Symptoms

After installing Primavera Gateway 18.8, the following error occurs when starting Gateway.

ERROR

weblogic.kernel.Default (self-tuning)'] [] com.oracle.pgbu.pdi.dbboot.weblogic.DBProvisioningConnectionSource : Unable to lock database
com.oracle.pgbu.pdi.dbboot.exceptions.DBProvisioningLockingError: Unexpected error attempting to lock the database for schema provisioning

STEPS

The issue can be reproduced at will with the following steps:
1.  Install or Upgrade Primavera Gateway
2.  Start Gateway
